Dear friends, As you know we have worked tirelessly over the past couple of months to prepare for the start of the European Citizens’ Initiative against TTIP and CETA. Any day now, we expected to receive a registration number from the European Commission that would allow us to start the collection of 1 million signatures against these trade agreements.
Something very different happened instead. In a surprise move last Thursday the European Commission rejected our request to register the ECI! Dear Partners and Friends,
We are approaching the official registration of the European Citizens’ Initiative (ECI) against TTIP and CETA, which is why we want to update you once more on all the current developments.
To give you a general overview: we will register the ECI at the European Commission next week on 15 July 2014. The registration form has to be filled out online. Once we have finished the registration, the EU Commission will have two months to assess if the ECI is valid. This means that the collection of signatures will begin in mid-September at the latest. It is not possible to collect signatures before we have obtained an approval by the European Commission.
We will of course keep you posted on this process and provide you with more detailed information regarding the signature collection.
The citizens’ committee
In order to successfully register an ECI, it is mandatory to set up a citizens’ committee. This committee must consist of at least 7 citizens who must reside in at least 7 different EU member states.
Fortunately, the citizens’ committee for our ECI against TTIP and CETA is complete:

The Press Conference on Tuesday 15 July 2014 at 12:00 at the Press Club Brussels.
The press conference will take place simultaneously with the official registration of the ECI and will serve as the official launch of the campaign. Three members of the citizens’ committee (Susan George, John Hilary and Michael Efler) will represent the ECI at the conference. Moreover, Karl Bär from the Munich Environment Institute will chair the event.
The conference will be broadcasted live. Therefore, you will have the opportunity to follow the event although you are not located in Brussels. The live-stream will be available on our official campaign website. By putting the link of the campaign website on your own website, you can invite other people to follow the press conference online as well.

Besides the live-stream, you will find useful material on the website such as info-texts, the official text of the ECI, press releases, additional info on TTIP in general and Investor-State-Dispute-Settlement in particular as well as short biographies and photos of the members of the citizen’s committee. You´ll also find the invitation to our press conference online and attached (in English and German). We encourage you to spread it to your national media contacts.

Our ECI-coalition is growing everyday and we are now 136 organizations from 18 different EU countries. We are particularly happy that we were joined by Greenpeace Luxembourg, Friends of the Earth Germany (BUND) and the trade union OGBL from Luxembourg.
Nevertheless, we are still looking for more organizations to come on board with us to ensure that we will reach the necessary amount of signatures – and this is were you can get involved as well: if your organization is part of network or if you are in close contact with other organizations, it would be great if you tell them about the initiative and their possibility to join the coalition.
At the moment, we are especially looking for organizations from Estonia, Latvia, Lithuania, Sweden, Denmark, Slovakia, Malta, Italy and France as there are only just a few or no organizations that are already partners of the ECI campaign against TTIP and CETA.

Maritta, Karl, Lisa and Michael will also attending the NGO strategy meeting in Brussels on TTIP (July, 14+15).

- There was a real sense that we can beat this! It was continuously reinforced by the speakers in a positive way. Trade deals, such as the multilateral trade agreement in the 90s, have been dropped before because of public outcry and we can do it again! It will subsequently be easier to drop other damaging trade deals and move on to create a society we all want to live in
- There was a lot of discussion surrounding the privatization of the NHS (UK equivalent of the HSE). It was widely agreed that this could be the pivotal issue on which a broad range of people could be drawn in on and mobilised to rally against TTIP on. There is already outcry in the UK against the increasing privatisation of the NHS. It would be interesting to see the situation of the HSE in Ireland (I have no idea), or what Ireland’s “pivotal issue” could be?
- One attendee asked – are we against all trade? Where do we draw the line? It was answered that first if any trade deal is being negotiated, it needs to be don’t in the public eye and with contribution from all citizens. The Alternate Trade Mandate was cited as an alternative.
- In some places in Europe, local councils are starting to become “TTIP Free Zones” (a bit like frack free zones!). This could be an idea for next step to take in our campaign?
- Ulrike stated that we should not be worrying or spending our efforts on fighting the things like chlorinated chicken, hormone treated beef and chemicals policy (REACH, precautionary principle). She said that they are not likely to be agreed on by the EC – not because of health reasons, but because European big business do not stand to profit. The industry would probably do worse if brought in. I wanted to talk to her afterwards more about this but didn’t get the chance

consultation of the EU-Commission concerning ISDS.

the TTIPunfairhandelbar coalition (http://www.ttip-unfairhandelbar.de) has already succeeded in launching an intense and critical debate in Germany on the problems with the TTIP and CETA free trade agreements. In order to take the debate beyond Germany’s borders and to bring it in a formal way to the doors of the EU institutions, the coalition has decided to launch a European Citizens’ Initiative (ECI). The example of the “Right2Water” ECI has shown that this tool can really be politically effective. An ECI needs to collect 1 million signatures across the EU within 12 months and the signatures have to come from at least one quarter of the Member States (i.e. currently 7 states).
We would very much like …………… to support us in the planned ECI on TTIP. We want to register and publicise the ECI in July so that we can begin collecting signatures in September.
Preparations for the ECI are currently being coordinated by Campact, Attac, BUND, Umweltinstitut München and Mehr Demokratie. As of now, 77 organisations from 12 EU Member States are supporting the ECI. In addition to Germany, the level of support in Portugal, Luxembourg, Great Britain and Finland (at the very least) is strong enough for us to be fairly confident of reaching the country quota. Our goal is to expand the coalition to include at least 100 support organisations by the time the signature collection begins, and to cover as many EU states as possible. Judging by the current state of the preparations we believe it very likely that we will achieve the required 1 million signatures.
Enclosed [or, if digital: Attached] you will find a description of the campaign, including the formal wording of the ECI as it has to be presented to the Commission at registration. In addition, I am sending you a current supporter list and a checklist for possible support measures. For example, any organisation supporting the ECI should in any event distribute information through its own email mailing list and also publicise the ECI through its own website, Facebook page and Twitter.
